Parking lot-cum-recreational field Pier 40 is literally sinking into the Hudson as soccer players continue to dribble around above it, and two dueling grand plans for its revitalization have stalled due to community disagreement and a lack of moolah to pay for them anyway. But a new bill in Albany might lead to a compromise?it proposes allowing the Hudson River Park Trust to sell air rights to developers that are up to one block east of the waterfront itself. That would allow it to raise funds to repair Pier 40's decaying pilings and unsafe roof without building any controversial housing along the West Side Highway, which many complain will block views and mar the natural beauty of the park.
