In addition to retail development, an outlet mall, and a giant Ferris wheel, Staten Island might be getting something of a downtown over the next few years. The Bloomberg administration will release several plans for the area today, including a business incubator geared toward arts and craftsmen and another program that will dole out $425,000 to retailers who sign three-year leases.
