Pier 40 may finally be on the road to salvation. New York State passed the bill that will allow Hudson River Park to sell its unused development rights on buildings up to one block east of the park. The funds from these sales will go toward much-needed repairs, and contribute to capital funding for completion of other parts of the park. The bill also tacks on a "small passenger fee" on tourist cruises. [Tribeca Citizen; previously]
