The plan to turn a 10-unit Scarano-designed condo building into a 170-bed homeless shelter has hit another bump in the road. The Department of Buildings audited the plans and found the filings to be incomplete, and the DOB sent a letter to local officials informing them that a Stop Work Order would be issued.
