The Rent Guidelines Board has cut one of its customary public hearings to discuss the year's proposed rent increases?the hearing that is generally held in the Bronx, Brooklyn, or Queens. The board says low attendance justifies the cancelation, but non-Manhattan renters have plenty to say about this year's higher proposed increases of between 3.25 percent and 6.25 percent for one-year leases and 5 percent to 9.5 percent for two-year leases.
