Bruce Ratner's plan to use off-site modular construction to build the towers at his Atlantic Yards complex continues to piss off city unions, and now one of them is taking action. The Plumbing Foundation filed a lawsuit against Forest City Ratner in Manhattan Supreme Court today, alleging that the modular units are a violation of the city's Construction Code, which mandates the use of licensed plumbers and fire suppression contractors.
