In Battery Park City, a skirmish has broken out between those who value their peace and quiet and the Hudson River's kayakers. Let's back up: ferries are required to blow their horns for a few seconds before departing a dock, but that rule was seldom enforced until city kayakers complained that it was necessary for their safety. Now, however, one sleep-deprived BPC resident is arguing that the horns blare from 6 a.m. till late at night, posting a video of his family getting roused awake, and launching a Facebook campaign. Kayaker Nancy Brous is reluctant to engage in fisticuffs, but says that "[a]sking that ferries not blow their horns for fear of waking someone...
