In a move that surprised no one but will drastically change the face of Governors Island over the coming years, the City Council voted yesterday to allow limited commercial development in 40 historic buildings?which have a total of 1 million square feet of rentable space?on the Coast Guard hub-turned-recreational retreat. "The purpose of the changed zoning is to bring revenue-generating businesses, such as restaurants and retail establishments, to Governors Island, in the hope that the rents paid by these firms will help fund maintenance and development of parkland elsewhere on the island."
