Staten Island is sick and tired of being the "forgotten borough." With the much-touted biggest observation wheel on earth planned for its north shore, that fate is looking highly unlikely, but there are other improvement projects in the works, too, including an overhaul of the Snug Harbor Cultural Center & Botanical Garden. The Staten Island Museum is relocating there with an expected opening date next fall, plus there's an organic farm and the impeccably landscaped Chinese Scholar's Garden.
