Summer Streets is back, with cars barred from seven miles of city roadways over three Saturdays in August, making room for events and public art like the elaborate display Mexican-Canadian artist Rafael Lozano-Hemmer has planned for the usually vehicular Park Avenue tunnel just south of Grand Central. He's placing 300 spotlights and 150 loudspeakers into the subterranean passageway; the former will flash and shift in response to real-time vocal inputs from passersby.
