The Attorney General's office is allowing homebuyers and investors to nab condos in newly constructed buildings before there's an approved offering plan, in effect endorsing these "syndication purchases." This could do one of any number of things: 1) push up land prices, because we need that to happen; 2) allow lenders to get a feel for how in-demand a project is; and 3) give smaller developers access to more financing.
