In 2001, Vornado Realty Trust allocated $1.4 million for Midtown streetscape improvements in exchange for being allowed to erect excessively large billboards around Penn Station. Since then, the money has sat dormant, mostly because nobody can figure out who is supposed to spend it. "Everybody was unsure whether the decision-maker was DOT or City Planning," says the president of the 34th Street Partnership, which is now working to have the money released.
