Netherlands-based developer Dutch Docklands is in talks with New York City (as well as several areas of Miami) about building a floating project with offices, residential space, schools, and retail. The developer has already launched one project in the Maldives, and the principals include one developer-hotelier and an architect. Of course, though the new communities might be flood-protected, they would also be, like most waterfront real estate, very high-end. [Miami Today via TRD SF]
