The Section 8 housing program is facing a $35 million shortfall due to federal budget cuts, and, to cope, the Department of Housing Preservation is trying to force voucher recipients to downsize to smaller apartments. But that's just about all the tenants know so far—residents of the Knickerbocker Plaza complex and elected officials say that the HPD has done a woefully poor job keeping the tenants apprised of the situation.
