The Columbia Boathouse Marsh, aka Muscota Marsh, the new Columbia-built waterfront park in Inwood, is ready to go. But the park is still fenced off from the public, and will remain so until the Parks Department issues its certificate of completion. Columbia had originally predicted that the park would open this past spring, and locals are frustrated, particularly since the park was a major part of the community benefits agreement that allowed the university to build its $30 million sports complex.
