The developers of Upper West Side trouble-magnet the Apthorp want to add four luxury penthouses atop the building, and they'll be presenting their plan to the Community Board tonight. The building's owners have set up orange-wrapped scaffolding on top of the building to show the height of the potential penthouses, which have been under discussion since the building's condo conversion was first planned.
