It's better to beg for forgiveness than ask for permission ... except when you want to build your condo building three stories higher than zoning allows. Then you should ask for permission. A Marine Park building dubbed "The Monstrosity" by neighbors has to demolish its upper three floors after a decade of fighting with other Kimball Street residents, the Department of Buildings, and the Board of Standards and Appeals.
