City Council Member James Oddo is floating a proposal for "The Bowl," the low-lying area of Staten Island hit hardest by Hurricane Sandy, which involves building elevated clusters of homes centered around a common lawn. Although the clusters would potentially solve the flooding problem that has plagued the area (even during regular storms), Staten Islanders are wary of anything that will increase density, and everyone is concerned about how long the project would take.
