If you think owning a dog in the city is a pain in the ass, try owning a zebra. Actually, don't, because the Health Department will bust you. The city has issued 290 violations for harboring banned wild animals over the past five years, to people such as the guy with the zebra (he was trying to start a petting zoo in Staten Island), a Columbia University superintendent with a python, and a gentleman in Queens who was keeping 20 South American ducks in his backyard.
