Residents claimed that Shinda Management, which took over the building in 2005, only installed baseboard heating in late 2013, after years without a proper system in place. But with the temperature in the single digits this week, the new system has already stopped working. On Thursday, the building's super made the rounds to tape up windows, but there's no sign that Shinda plans to fix the heat anytime soon.
