Plans to actually build a replacement for La Guardia Airport's central terminal building are set to move forward this spring, when Port Authority will select a winning team of bidders (out of a pool of four hopefuls) to rebuild and operate the maligned, outdated facility. But insiders say it won't be so easy, with one interviewee dubbing the multi-billion dollar makeover "the most complicated construction project in the country" because of the complex financing, design, and construction work ahead.
