Mayor de Blasio signed a bill yesterday that will require the city's Department of Housing Preservation and Development, starting next year, to keep a list on its website with the names of landlords found in housing court to have harassed tenants. The law also raises the amount that harassing landlords can be fined per unit, from $5,000 to $10,000. The lawyer for landlord group the Rent Stabilization Association, for his part, complained that the new law "creates an impression that harassment is somehow a systemic problem." Hm...
