To get to the bottom of what exactly happened with the Pier 40 air rights transfer scandal of a few months ago, the Villager filed a Freedom of Information Law (FOIL) request, and received a heavily redacted version of the memorandum of understanding outlining the scheme. It reveals some details about the now-dead plan, proposed at the state level, to have the trust sell a lot of pricey air rights to developer Atlas Capital Group, which would build a mixed-use development on the site of St. John's Terminal, a massive industrial building across the West Side Highway. Instead, the project will end up going through the city's public review process, so the site is definitely one to watch. [Villager; previously]
