The Durst Organization just took over a big development site in Astoria's Hallets Point peninsula, which is set to include about some 2,400 apartments across multiple buildings, and something is already standing in their way. Astoria Equities 2000, an investor that owns the last of three parcels of land that make up the site, is holding out beyond the original closing date, which is arousing suspicion that the $1.5 billion project is behind before it's even begun.
