Durst Organization is officially the new builder of Hallets Point, a massive residential and commercial development on waterfront land in Queens. But Durst can't send in the backhoes just yet. Oh no, it has to spend $130 million and acquire three separate parcels before it can even break ground on the $1.5 billion megaproject.
