Queens Councilman Costa Costantinides is crying foul over the fact that only half of the 345 affordable units in Astoria Cove are guaranteed to be "low income" housing, which means that the other half could ask as much as $2,700 for a one-bedroom. "It's out of reach for a large part of my constituency when we have a median income of $56,000," he said.
