In a neighborhood where pricey apartments and new hotels are fueling a construction boom, here's a refreshing change: a developer is putting up a skinny building that will house 19 affordable studios. For its first ground-up development, Castellan Real Estate plans a 21-story structure on East 30th Street between Fifth and Madison avenues in which each apartment will have its own floor. There will also be one market-rate unit and commercial space on the ground floor. [TRD]
