COBBLE HILL—The JMH Development and Madison Estates-developed Townhouses of Cobble Hill are now all sold. The nine townhouses at 110-126 Congress Street sold for an average of $4 million. NEW YORK CITY—The city has updated its 311 mobile app to allow tenants to register heat and hot water complaints from their cell phones. When a complaint is received through the app, 311 will contact the building owner or managing agent, and will dispatch a Housing Preservation and Development code inspector if the building's owner or management company does not fix the issue in a given amount of time.
