NEW YORK CITY—The city has updated its 311 mobile app to allow tenants to register heat and hot water complaints from their cell phones. When a complaint is received through the app, 311 will contact the building owner or managing agent, and will dispatch a Housing Preservation and Development code inspector if the building's owner or management company does not fix the issue in a given amount of time. The app is available for both iPhone and Android. [CurbedWire inbox]
