Opponents of Howard Hughes' plan to build a mixed-use tower beside Pier 17 in the South Street Seaport have said they'd like to see the tower on a different site, but the Economic Development Corp. president called that idea a "red herring." The proposed alternative site is a few blocks south, but it would require building a new pier, starting over with zoning and approvals, and it would be more expensive, resulting in less money for community benefits.
