Rockefeller University's plan to expand its campus over the FDR Drive is making its way through the public review process, and although the institution pledged $8 million in improvements to the East River Esplanade, neighbors are still complaining. They fear that the new building will cast the walkway into shadow and that the platform above the highway will amplify traffic noise, even though an 8-foot sound barrier will be constructed along the road.
