Councilwoman Margaret Chin has reintroduced a bill that would force landlords to pay for tenants' relocation costs after a building has been shut down for safety violations. The building would require the landlord, once their building is ordered to vacate, to put 10 percent of the previous five years of rent rolls into an escrow account. Chin previously tried to introduce a version of the bill three years ago, but couldn't get it to pass under the Bloomberg administration. [Crain's]
