Last Wednesday, five New York City Council members reintroduced legislation to transfer Hart's Island, a small island off the Bronx and the county's largest potter's field, from the Department of Corrections to the Department of Parks and Recreation. The still-active cemetery near Riker's Island (and staffed by its inmates) is a notoriously difficult place to visit under current operating procedure, which necessitates that visitors file advance notice. The Council members believe the transfer between departments would allow visitors and mourners peace of mind and deserved access to the once-forgotten site. [NYT; previously]
