Mayor de Blasio has not yet released his housing plan, much to the chagrin of his HPD Commissioner Vicki Been, but Been revealed some details of the plan this week. To build or preserve 200,000 units of affordable housing, there will likely be "minimal up-zonings" in certain areas to allow, say, six-story buildings to rise among four-story structures. Officials are also considering new rules for inclusionary air rights transfers to leverage underused land. The full plan is due out May 1. [NYP]
