The Ennis Francis Houses, where residents have complained of bugs, mold, and no heat, may finally be getting the new apartments they were promised. Landlord/developer the Abyssinian Development Corporation says that construction of an eight-story building a block away will resume in May after being delayed for almost year when the developer ran out of money. The residents are skeptical, though. "When I hear them banging then I'll be convinced," said one. [NYDN]
