One day after Mayor De Blasio unveiled his affordable housing plan, the Dept. of Housing Preservation and Development announces a new mixed-income project. The 55-unit rental building is rising at 325 East 25th Street, and Phipps Houses, a nonprofit with an affordable complex on 28th and 29th Streets, is the developer.
