Staten Island officials want to fix up a dilapidated pier and a litter-filled waterfront before four major private developments completely transform the borough's north shore. The giant ferris wheel and mega-outlet mall, plus two residential developments, mean that more and more people will be both visiting and living in the area, so it would be good if people could, you know, walk along the harbor and stuff.
