In 1964, a New York Times Magazine writer complained that there were only about 30 sidewalk cafes in the entire city. Today, there are 1,314 licensed by the Department of Consumer affairs. Is "The Rise of Cafe Culture," as the present-day Times puts it, a good thing? Or are sidewalk cafes little more than a nuisance when you're trying to walk down the street?
