The city is slowing making progress with its "Build it Back" program to help homeowners recover from the 2012 Hurricane Sandy. Since announcing an initial goal of issuing 500 checks by Labor Day, the city has sent out 397 checks worth a total of more than $6.37 million, and work has started on 132 homes.
