The fight to find occupants for New York City's tallest building is proving harder than landlords thought. Durst Organization has already cut rents at One Word Trade Center, but the stakes remain high: if it doesn't find tenants for about 150,000 square feet by the time the tower opens, then the Port Authority can buy back Durst's $100 million stake.
