Developer Tishman Speyer snapped up a West Side development site earlier this year, and while the marketing team touted that it could hold a giant, 1,800-foot tall tower that would surpass the 104-story One World Trade Center, new filings show that Tishman Speyer plans to build a measly 61-story tower instead.
