Nonprofit Artspace is turning East Harlem's P.S. 109 into 89 affordable apartments for artists—and turns out there's a lot of demand for those. More than 53,000 people applied for the 89 live-work spaces on 99th Street between Second and Third avenues. Tenants who meet income eligibility requirements will be chosen by lottery; that means 0.17 percent of applicants will actually get one.
