Here's an idea: let Frank Gehry create a new vision for the East River waterfront. It's not as crazy as it might seem, considering that pre-9/11, Gehry designed a swooping, sculptural building set on the South Street Seaport for a Downtown Guggenheim museum. Rising 40-stories and stretching across three piers, the proposal included new public space and condos, as well as cultural spaces. So Carter B.
