The area between Third and Lexington avenues along 103rd and 109th streets in East Harlem has been labeled a "Rat Reservoir" by the Department of Health and Mental Hygiene. It sounds, essentially, like hell. One lady had a rat crawl into her car engine and die and it was "the worse thing I have ever smelled."
