Recent affordable housing lotteries have drawn tens of thousands of applicants for just a few hundred units, and the process has drawn criticism for the very strict rules used to eliminate people. One applicant, who holds three jobs to make ends meet, missed out on a unit in Dumbo's 60 Water Street (pictured) because her income surpassed the limit by just $3,000 a year. At the Sugar Hill Development in Harlem, some applications were tossed because applicants' incomes were just $25 off the mark. [NYT; previously]
