In the East Village, one resident's wind chimes have a sparked a revolt from his or her neighbors. "Your WINDCHIMES in a strong wind, sound like an incessantly ringing doorbell with the power to awaken one from a deep sleep," one East 7th Street resident wrote on a sign that was quickly added to by two others.
