Mega-developer Bruce Ratner's ties to the mayor's officeand the claimed preferential treatment he gets as a resultare putting the spotlight on him yet again. His firm, Forest City Ratner, wants $90 million in tax-free bonds to refinance an office building in the Atlantic Terminal complex, which would be granted by "a quasi-governmental agency controlled by the mayor" via his appointees.
