State Senator Jeffrey Klein has pulled out all the stops and declared that the New York City Housing Authority is "the city's worst landlord" following the release of a report exploring the "deplorable" conditions of NYCHA developments. According to NYDN, the report surveyed 49 buildings in five developments and found 17 stairwells without lights, evidence of seven recent fires, and debris-filled hallways.
