In a Daily News opinion piece, urban planner Moses Gates puts forth a proposal for a public observation deck on the 36th floor of the Manhattan Municipal Building. "Right now the only observation decks we have in New York are expensive 'experiences,' with some bells and whistles to justify the outrageous ticket prices," Gates writes. "But what people want out of an observation deck is simply to observe. I doubt there are any remarks at the ticket booths along the lines of 'The price seems steep.
