GREENWICH VILLAGE—The Cetra/Ruddy parking garage-to-luxury-condo conversion at 12 East 13th Street finally has a model apartment, and it's just in the nick of time. Condos in the eight-apartment building first appeared on the market in November 2013 and, as of now, all of them have yet to see pen touch paper.
