Norman Foster's glassy office tower on Park Avenue is going to be the noble thoroughfare's first major building in 40 years. A rezoning didn't pass in time, so developer David Levinson's 893-foot tower isn't as tall as he would have liked. He also doesn't have a single tenant signed, and is "touting it as a 21st century answer to the neighboring Seagram Building."
